应该是吧。主动优先于被动原则

根据OG解释，a的主要错误在于主语从句中又套了一个从句,打乱了正常的语序.而b中主要是can hardly be said to be at fault 很难在语法上完成这一从句.我们可以简化下看,就变成That...(这件事) be at fault.在正确句子里我们发现是educators(人)be at fault.所以在这里指事是不合语法的.

主动大于被动的前提是主动在语法上都没有错误,且动作发起者和接受者都是明确的.若主语从句中出现只能用无明确动作接受者的被动语态,并不能很肯定地说是错误的.

原句里面如果是that加从句然后是can hardly be said的话，那句子到这里就应该结束了。后面的什么that it is their fault就都是awkward sentence fragment了。换句话说，主语从句加被动语态后面很难加东西。。。比如修饰成分。

推而广之想到的一个问题是，如果主语和宾语都是从句是不是一定错？

不能很笼统的说主动一定好过被动

在science, medical, and technical 方面，如果重点focus在被研究的对象上，而不是谁研究的，那么就应该用被动。总结来说，就是作者的中心是谁，谁是主语。列子－－
In this operation, new blood vessels are inserted to bypass blocked vessels.
