(C) Problems in the management of water and other resources
(D) Problems of water and other resource management（C）
(E) Resource management problems, including water
答案是C，之前的讨论都说D有歧义，C没有，一开始我也想选C的，但看到E，眼前一亮啊，不管怎么说，C也有歧义的潜力，不知道是Problems in the management of water 和 other resources并列还是water 和 other resources并列，而E完全避免了这种问题，我觉得还是E好，呵呵
一开始还担心water不是resource，后来想通了，A-D选项都拿water和other resources做并列，暗指water就是一种resource
