不明白的是这里的时态。og很确定地说‘This sentence requires two verb tenses：the simple past，were，for the earthquake occurring last year；and the past perfect, had been, for the time prior to that when the buildings were constructed．
        ’也就是说，OG认为，是建好这些建筑物之后发生了地震。我不明白了，到底哪里有指出说construction是在地震之前呢？如果说是地震之后的重建，也没有什么不对啊？OG的根据到底在什么地方呢？

可能我没有把我自己的意思表达清楚哦！我不明白的地方就在于如何确认这2组动词之间的先后顺序！

我也同意construct和destroyed or damaged这2件事不可能是同一时间发生，因此必然需要不同的时态。结合本题前后文，应该是某件事情用过去完成时另一件用过去时。

我的问题就是，为什么‘constructed,必然在destroyed or heavily damaged 之前’？为什么不能是之后？到底什么地方可以看出contructed 和 destroyed or damaged 这2件事情的顺序呢？我一直觉得，如果这楼先被地震给弄坏了，再重建，不也是可以的吗？不一定就是先建好了之后再被地震给折腾坏了嘛！

我觉得也有歧义，

1，可能是：Some buildings that were destroyed or heavily damaged in the earthquake last year///////// had been

2，可能是：Some buildings that were destroyed or heavily damaged in the earthquake///////////// last year had been

last year 可能修饰前面的地震，也可能修饰后面的围建 我觉得。。。

但是E也同样有这个歧义感，请教大家如何理解？ 我错在哪里？
