我的思路是： both the quality of the classmates and the quality of the teacher have an effect on the efficiency of student's learning. however , attitude and method are the most important factors in determing his learning efficiency
下面具体怎么写我也不是很能组织起来。。。希望CD的NN给点意见。。。谢谢

Without the high quality of teaching, there is a lower probability of achieving high quality of learning among students. And teachers can transfer knowledge to students in an interesting manner to make them more concentrate on the work and in the class, thus increasing efficiency of student's learning......

同意三楼的。。以下个人意见，供参考。
main conclusion:both classmates and teacher are important to the effiiciency of a student's learning. however, self-learning ability is vital as well.
First, point out the advantages of good classmates.
Second, say sth about the significance of a good teacher.
Last,you should also mention that a student's learning depends on his/her own ability and discipline besides the two factors discussed above.

我觉得这个题目可以两边倒吧，说两个都很重要...即使老师教得不好，如果有天才式的自学同学同样是可以带动学习氛围的。
或者说，在中学或者小学的时候，老师更重要，因为自学的部分较少。大学甚至以上的研究阶段，可能peers的作用就更大了
