这个冒号在这里表示后面的句子对前面的做进一步的解释，不过貌似感觉应该是分号才对吧，不过不影响做题。这句话意思大概就是：
Lansing为了阐述他的那个modus vivendi，说美国政府接收了德国的“武装商船乃战舰”之观点：通过放弃该提议，Wilson政府貌似回到了英国人就这个问题的观点。
反正大概就这意思，我的翻译比较烂，不过做题不用理解意思那么透彻。
A: 指代不清，有指代proposal之嫌疑
B: 也是指代不清
C: 最清晰无歧义
D: 略改变了原句的时间关系
E: they错
