TT一道关于时态的语法问题

Historians believe that the Aztec Montezuma, who is linked by legend to treasures that are presumed to have been lost forever at sea, contributed to the downfall of his own empire because the unrest caused by his despostic rule actually encouraged some citizens to ally with the Spanish.
A.同上
B.were presumed to be lost forever
C. were presumed to have been lost forever
D. are presumed forever to be lost
E. were lost forever, it is presumed,
The correct answer is A, while i choose C. Why here we should use "are" instead of "were".

legend to treasures,这里在表明一种客观的事实、猜想,C中的过去时和HAVE BEEN是混乱的,意思不清晰。

这个题目和那个“翼龙”的题目是一样的思路。你看看那个题目的解释就知道了,就在这个论坛里前两天有人问过。
