may be在原句中有没有这层意思并不知道（有可能是are呢？），最好不要随意增加。

你的说法有道理。但是本题似乎更需要使用委婉的语气，这是我选择B而不是A的原因之一；另外，选项A里面，whatever it merits的用法不清楚，到底是省略了系动词are还是merits做了动词？总之，感觉A选项读起来不太顺。

确实搜索过，好像没有找到答案。

A的错误在有二:

1. wordy, 后面的would已经充分表达出来的了"可能"这层含意, 再加may不好.

2. proposal to do sth; proposal for sth; proposal that

正确答案不是a?

whatever its merits 是省略的be动词，不可能是merits作动词（根据its可知）。现在的问题，这样省略be的做法是可行的么？从longman找到了一点根据：

另外，whatever ... maybe, 虽然从中文的翻译来讲，似乎更委婉，但是，这个在英语里是不合适的，类似是惯用法（没有一个例句是这样的）。
