选C我明白，但是我记得政府是要加"s"的吧？

department属于抽象名词，“部门”不加S。

department是可数名词，all departments所有的部门。

government也是可数名词，单数可数名词前必须有限定词来修饰，其中的限定词包括冠词a an the、人称代词his her、指示代词that this,所有格tom's,不定代词any some.

government前面有the united states government修饰相当于the (united states) government
