El Nino, the periodic abnormal warming of the sea surface off Peru, a phenomenon in which changes in the ocean and atmosphere combine allowing the warm water that has accumulated in the western Pacific to flow back to the east.

i choosed the right answer, but i wonder the og explanation concerning E---------
E:'where' can't correctly refer to 'phenomenon' ；‘are combining' is the wrong verb form.
why wrong?

在GMAT里尽量不要用现在进行时，这个要记住哦
另外in which优于where，即介词+which优于where

还是语法逻辑有不当没看出来

首先allow 前的to 变成and使得句意改变，combine是为了allow the warm water blabla...，所以用to表目的更合适，而不是用and表示并列
其次，是water先accumulate之后才flow back的，所以用现在完成时和一般现在时可以清楚地表示出事件的先后顺序。
总之就是要理解句意然后做题

看了LS各位的解释，实在是有话要说：
2L说的in which优于where，这个说法实在是不敢苟同，首先，in which 是介词+关系代词，而where是关系副词，它们不存在谁优的问题，只有在定语从句下，而且被修饰语表示地点情况下，in which才可以和where互换。在这里，a phenomenon 明显不是个地点，所以这里不能用where,而不是优不优的问题。

再有，还是2L说的，在GMAT里尽量不要用现在进行时，这个要记住哦，这个也实在不敢苟同，因为无论是GMAT什么部分，包括逻辑，语法，阅读等等，用到现在进行时的句子数不胜数，而且GMAT不可能认为现在进行时是错误句式。（的确GMAT里规定过，科学现象和客观事实要用一般现在时，但那要看具体情况）。are combining' is the wrong verb form在这里之所以被判定为错误句式，不是因为现在进行时本身错了，而是因为are combining 在时态上根本无法与前面的the periodic abnormal warming of the sea surface off Peru的 periodic abnormal warming对应，所以它错了。

赞，这里的phenomenon显然不是一个具体地点，直接排除所有where

我来试着分析啊一下，a phenomenon不是地点，所以不能用where,B和E排除，其次如果选A和C，句子缺少谓语，就成了EI Nino，同位语，同位语的结构，而加上is,句子结构就完整了，主语(EI Nino)，同位语，谓语（is)＋表语
