正确答案是 A，我开始选的C，感觉用they 容易产生歧义，到底是指 manufacturers 还是 agents。大家帮忙解释一下。

做主语的代词优先指代主语。
而且，the former代表的是一种比较，manufacturer没有比较对象，这样倒会让人以为是指代marketing，因为其有比较对象
