首先要从ABC中找答案，因为是句末同位语，优选结构，A 选项and 连接的前后内容不平行,B 就平行了, not just by but also by,C 选项意思表达不正确，成了NOT BUT, 而不是not only, but also 了.

那B中不是not only...but also...呀？还是有点不懂。。。麻烦再解释清楚下。。。

这点我的理解是not just by, but also by, 是和not only but also 差不多的意思,我作过的题里面不是非常严格要求not only, but also的对仗的,所以根据意思还有平行,选not only by, but also by 是这几个选项里相对比较好的.基本上我的理解是,平行结构是一定要遵循的原则.所以只能说B 是相对比较好的,但是不是绝对正确的.如果有一个选项是not only , but also的话那就一定应该选那个选项了.

but also by the fact that doctors are writing（这里不是not only,but also句型，而是not just...but also（这个不算句型））
(C) a phenomenon occurring not just because of
drugs that are becoming more expensive but
because of doctors having also written（并列结构不对称）
(D) which occurred not just because drugs are
becoming more expensive but doctors are also
writing（并列不对称）
(E) which occurred not just because of more
expensive drugs but because doctors have also
written（不对称。。）

这道题我以前也有问过，这里其实考的不是not only,but also句型

GMAC真的蛮变态的，如果按照我们自己的习惯，就把不是not only,but also直接排除了，但是这一题偏偏就考的是not just，but also，他就这么用，不是典型句型，但也不算错。

另外有一题类似的，考的也不是not just，but also，正确选项是not only...，but... GMAC认为也是对的。（PREP1 147）

做完了直觉得杯具。。
