答案是a，我觉得a的unable 不好，unable表示能力，我觉得前面强调的final two years of a second term是为了说明总统不能够的原因而不是能力不行，如果指能力的问题，那第一任就能体现出来了啊，请教为什么还选unable呢？为什么不选c呢？at a severe disadvantage是比everely disadvantaged好，但是everely disadvantaged也没错啊。为什么呢？

个人觉得这种题目一般比较选项就可以。题目中给的关键词为likely,而不是liable，所以首先不可以随便改变原句的词，其次，原题的错误明显在and并列处.至于E选项，句子结构以及语义都和原文相差很多，肯定不选这样的选项！

情态动词不能随意增加，原句没有用，那么选项中也不能增加。
be able to 和CAN 也有区别的，前者强调没有（某项）能力，后者更强调无法去做（主观情感上），且E项不仅罗嗦，还更改了LIKELY
