你看看全句，amount emmited is twice as much as (what) is emitted by motor vehicles. 没问题啊。你可以把第二个as理解成关系代词（《英语用法指南swan》P93），也可以理解成省略了what（《新编英语语法，章振邦》P1451关于as/than，例子是说的than，我认为对as也适用，但一般不用what）。不同的语法书有不同的观点。别的语法书上我也看到过，但记不清在哪了。
非常感谢tianwan的耐心解答，as...as 的用法我没有置疑。我有点绕进去了，因为觉得amount of pollutant emitted 这个短语中中心词是amount, 而从句中 is twice as much as (what) is emitted 中的is emitted 修饰的是省略的what, 那么what 是指什么？amount 或者amount of pollutant? 无论哪个中心词都是amount 啊，岂不是逻辑有问题？ amount-emitted?
我觉得正确的应该是：
the total amount of pollutant emitted annually by vehicles at XX place is twice as much annually as the total amount of pollutant emitted by the motor vehicles..
the total amount of pollutant （that was） emitted annually by vehicles at XX place is twice as much annually as the total amount of pollutant （that was）emitted by the motor vehicles.
1，as作关系代词， 可以省略the total amount of pollutant （that was）
2，如果加what应该变成：
the total amount of pollutant （that was） emitted annually by vehicles at XX place is twice as much annually as the total amount of what emitted by the motor vehicles.
the total amount of pollutant （that was） emitted annually by vehicles at XX place is twice as much annually as the total amount of pollutant （that was）emitted by the motor vehicles.

那后面也是emitted....
2、如果加what应该变成： the total amount of pollutant （that was） emitted annually by vehicles at XX place is twice as much annually as the total amount of what emitted by the motor vehicles.
我想举个简单例子可能比较好理解。 Peter is twice as old as I am. 这里的am是对应主句的is。
同理，本题的意思是： The total amount of pollutant emitted annually by vehicles at XX place is twice as much annually as （the total amount of pollutant）emitted by the motor vehicles is.
后半句省略了与前半句相同的部分，the total amount of pollutant，并且将is前置构成倒装；emitted by 是过去分词短语做pollutant的后置定语。
