关于D：不可以理解为独立主格吗？
关于E：and前后的时态可以不一致吗？

在With A and B, 完整的主谓结构。。。这样的结构中，是不是要考虑一下状语“With A and B的逻辑主语”呢？
如果是，many people好似做状语从句的逻辑主语，好似说不通吧？

但是这里是独立主格的用法啊，

with + n. + -ed/ing形式
这里的n不一定非是主句的主语吧，比如

Visitors to the park have often looked into the leafy canopy and seen monkeys sleeping on the branches,
with arms and legs hanging like socks on a clothesline.

这里的arms and legs就相当于题目中的service和mobile phone.......

这题应该选D吧。while放在句首是不是有转折的意思呢？这样的话逻辑就不对了。讨论。

while在GMAT里不知道可不可以理解为“当...时，与...同时”呢？还是说只要一出现就带有转折意义呢？

这题选D.
E有两个问题：
1.用while不好。
如果while在这里表示转折或对比，都不符题意。如果while引导时间状语从句，则仅强调动作发生的同时性，体现不出原题的因果关系，而with结构则没有这种限制。
2.没有D选项显得对称。
D中：plummet和become两个实义动词parallel
E中：plummet和are,各为实义动词和be动词(系动词）
