这道题我知道怎么做，但是看后面英文解释的关于E项的一个细节很不清楚

“Construction have been ranked... causes does not agree with diabetes and uses the wrong
            verb tense;
            only limits surpassed rather than by heart disease and cancer.”

我知道首先diabetes是一个单数的形式，但我不明白后面为什么说uses the wrong verb tense，从哪里看不能用现在完成时的，是因为没有完成时的标志语么？还是它说的是一个客观存在的统计结论所以一定要用一般现在时？
