这地方个人认为ABC错错在改变了句意吧。。。。需要被avoid的是duplication。。。而不是facility。。。
而D里while的用法在这个句意里不恰当

(C) solely in that duplicated facilities should be avoided（正解）
(E) if only because the duplication of facilities should be avoided（这里变成了duplication should be avoided ，主语不对啊～。if only 是“要是。。就好了”的意思，这里好像不合适吧～）

对啊， duplication should be avoided 意思就对了。。。。防止重复（的建筑）

这道题主要要弄清句子意思。
意思是：如果只是因为重复建筑应该被避免，那么在bistate地区建立大型医院是一种资源上的浪费。
根据句意，只有E是对的。
