something is (only) to be expected (=used to say that you are not surprised by something, especially something unpleasant)

我觉得D,E错在连着用了两个被动，最近看了The elements of style 这本书，
里面有段说法：
As a rule, avoid making one passive depend directly upon another.
Gold was not allowed to be exported. It was forbidden to export gold (The export of gold was prohibited).
答案D、E中的payments are not to be expected to be paid紧接着用了两个被动，所以unidiomatic |
