GMAT里面没有出现过这样的平行，但是根据平行的原理，被动语态的be和be doing的be两个是同样功能相同，都是助动词，应该是可以平行的。
不过这题里面localized是形容词，前面的is是系动词，而不是助动词，所以后面的resulting如果是进行时(虽然本题result用进行时是不对的)，那么应该补出is。
