又是一道GWD语法，困扰我很久的一个问题。。。求解答！！！

正确答案是C，但是我选择了A，我对C的疑问就是 had them decorated by local artists中had应该是过去完成时的标志，即为过去的过去，而明显decorate这个动作时发生在commission之后的，怎么能用had呢，为什么不是A中的having表示伴随呢？

A选项having有歧义，修饰government还是修饰statue呢？而且having done 一般是不能做定语修饰名词的

C选项的had sth done不是过去完成时，是让某事完成，LZ可以去百度一下，这里commissioned ，had ，set完美平行，主语是government.... had done sth就是过去完成时了

也就是说，单纯的将had理解为have的过去式，对吗？
