我记得that可以跳跃指代前面的中心词，也就是patchwork单数。但是好像也要根据语义来判断，这个挺confusing的。。。

之前也觉得挺迷糊，不过后来发现如果是 A of B that 的话，修饰A比较多貌似，因为A of B 作为一个词组其核心词还是A

A of B that verb的形式，动词就近修饰前面的B，所以本题动词是复数形式。如果实在无法判断，可以看后面many of them做farm workers的同位语。
