时间状语修饰

大家好，有一个不明白的地方，想请教一下，关于下题的BC两选项的解释有一点是说“over the past twenty years错误修饰adulthood” 我的问题是“ over the past twenty years”是时间状语，时间状语修饰谓语动词，为什么可以错误修饰adulthood？难道只是因为它离adulthood最近吗？

over the past twenty years不是修饰adulthood，而是说明from birth to adulthood这段时间长度。
