但我认为应该是C，本文的含义应当“rather than”前后的“a minimum of seven days”与“a minimum of fourteen days”（省略为“that of fourtenn”）形成平行并列，而并非“a minimum of seven days”与“fourteen (days)”并列。请指点

好像that 不能指代minimum这类词。虽然后面用了of但是不代表从属的含义。不能翻译成7天的最少天数，而是7天就是最少天数。所以minimum和 seven days是同位语，所以有that也是指代他的seven days. 希望其他同学验证

从逻辑上讲，本句要表达的显然是把the advance-purchase requirement for family travel "从（原来的）最少14天缩短至最少7天"，而不是要表达"缩短至最少7天而不是缩短至做少14天”。
