the nation's highest military award做the Congressional Medal of Honor的同位语。
如果E的in long-overdue...前面用逗号隔开的话，割裂了与the nation's highest military award的关系。
使得the nation's highest military award在形式上更像一个插入语，而给人误解in long-overdue是修饰the Congressional Medal of Honor的了。
