OG 12版，SC 9-62 按照他给出的答案，句子变成了这样：
when congress reconvenes, some newly elected members from rural states will try to establish tighter restrictions on the amount of grain farmers will be allowed to grow and to encourage more aggressive sales of United States farm products overseas.

红字的部分让我很纠结

，为什么会出现一个will??

to establish 和 to encourage 平行

这个是我的理解。。。不知到对不对

We use "will" here because newly elected members are talking about the amount of grain that farmers "will" be allowed to grow in the future.

oh, I see. 也就是说这里省略了that. 可是这个that能随便省略啊？这样不会造成歧义吗？

我的意思是一个句子中为什么有俩个谓语，即establish & will. 不觉得这样读起来很别扭么？楼上那位仁兄说是省略了that啊！
