你说的问题就是不定式做定语的一种用法  a work to be finished , a method to be taken into practice , a product to be put in production line 等等,相当于 which will be..的定语从句-某物将要被做某种处理.

LZ应该是想成了 do sth. to do 表动作目的的用法,此处不是.原因我不肯定:我觉得publish to sell这两个动词关系在GMAT中应该是并列.这个解释是我自己找do to do的很多例子想的,所有的to do目的部分都是我们不看不知道的,而public to sell如果是并列关系的话是符合句子特点的,要不然看得很别扭...这一点值得拍砖,帮你顶下,望讨论!
