ACE which指代influence，不符逻辑意思，此处应用现在分词表unions失去影响力带来的结果，伴随状态为佳

D选项无语法错误，然而to be in favor of不如动词favor一词简洁有效

B some analysts claim做插入语，可划去，不影响句子结构。无语法错误且最为简洁有效，故选之

我可以理解为climate后跟着的定语从句啊。。。

两全其害取其轻也。语法上都成立那就先暂时放一放，寻找另外的突破口：用此有效。Favor优于be in favor of
