选E。

问：compared不是只能修饰就近的n吗?那不就是修饰population了，不是35percent了吗？

compared 应该是分词结构，修饰35%，因为population 修饰35%，核心词是35%，

in 1910 ... 做插入语成分，原句简化为 the percentage is not compared with 20 percent。
因为考虑到如果compared with .... 做非限制性定语从句的话，它的引导词不能省略，所以不是起修饰作用的从句。
而前面的 the percentage of the population is not, 并没有说完。
is not compared with 20 percent in 2000, 我认为翻译成"在2000年时，还达不到（还比不上）20%"。
compare to 才是与...比较， compare with 理解成比得上，可与...相比

我尝试解释一下：这个句子我认为是个省略句
第一个省略： is not （higher than ever）
第二个省略：compared with 20 percent (of the population) in 2000

有一点：-ed只能结尾的名字，很少能修饰前面整个句子的。因此此处compared 实际修饰的是也是结尾的名词词组 35 percent of the population
