句意是说尝试过很多次，但科学家们仍然不能够维持一个受控制的nuclear fusion reaction。

过去式表示发生在过去的动作，而这件事一直到现在都还没有成功。过去的动作或状态持续到现在，所以用现在完成时。

这样理解你觉得如何？

过去时表示发生在过去，过去不能，但是现在能不能不知道

相比而言，如果完成时的话，就是过去到现在都不能，语义上歧义更少，因此完成时＞过去时
