Answer is B. But I chose A instead. I think that the word "it" in B is ambiguous cause it can refer to "the money" or "the administration" or "the budget" as well. In addtion, according to XDF notes, the word "can" or "may" cannot be deleted if the original sentence has this kind of word. So I think that B is not a good choice.
