选A吧。。。

C选项错误原因
如果是第二阶梯 policy makers ………… areXXXX的话，那第三阶梯who引导的从句里面就什么都没了。。
如果是第三阶梯 who…… areXXXX的话,那第二阶梯里面policy makers 缺少谓语
不知道LZ看懂没

2点来看：
1.view as，不是view to be.所以AC选

2. A,简化成：Reserve, ....., are

C简化成：Reserve who, .... ,are==>who,xxx,are这个are是在who结构内的，所以从主句reserve结构中，谓语verb缺失。所以C不是一个正确的句子结构
