关于修饰--怎么判断修饰对象呢？

对这类题困惑太久了。
逗号后ed 形式和v-ing形式做修饰，到底什么情况下是修饰主语，什么情况下是修饰逗号前的名词呢？（中间隔一个逗号也是touch嘛？）
这两种情况不会产生歧义吗？

比如这道题：
The growth of the railroads led to the abolition of local times, which was determined by when the sun reached the observer's meridian and differing from city to city,and to the establishment of regional times.

Awhich was determined by when the sun reached the observer's meridian and differing
Bwhich was determined by when the sun reached the observer's meridian and which differed
Cwhich were determined by when the sun reached the observer's meridian and differing
Ddetermined by when the sun reached the observer's meridian and differed
Edetermined by when the sun reached the observer's meridian and differing

OA：E。我一开始就排除了 ED了，以为这种情况都是修饰主语的。。。实在分不清。。。

另外小tip: 在这两种情况都对的情况下，大家可以多思考一下C项中differing 的错误和E中differing的正确哦~~真的很妙~
