我错误选择了A,但是答案B也存在漏洞：them指代的是谁呢？

这题主要是考demand that后面的语态啦。后面的but连接一个完整的平行句。所以it指代money，而them指代school districts.

it allows,it 应该是指代administration吧~

it 指代的应该是budget, prep解释说平行句中第二或三个句子中的代词应该优先指代第一句的主词，but 连接两个平行句，it不就是应该指代第一句budget么。况且money怎么allow呢？只有budget可以allow做什么。还有如果指代money,后面的money 为什么不接着用it呢？them 就是指school districts 了。

不过我也有不懂诶，这里的demand是名词，后面也要用虚拟语气么？

demand是名词也要的。表示命令、建议等这些词的动词和名词形式后面从句都要用虚拟的。
