1, there is no universal rule which can apply to every situation

2, theoretically, an attributive clause should modify the nearest noun. HOWEVER, there are some exceptions.

which 从句优先修饰名词短语的核心词。

解释说the relative pronoun "which" refers not to the technique but to the noun phrase immediately preceding it, major works of art" ，这里的意思是说which 不能指代前面的那个句子，这是GMAT对which的一个考点，这里which 不是指technique, 也不是指major works of art, 而是指“the technique degrades major works of art”， which 不能指代这个句子，所以错。
