我也认为是原始人拿石洞用来做什么的说法，而不是开凿石洞的工具。
另外，我的问题是：

what is much more difficult to determine is the use to which ..., the reason for..., and the meaning... 的谓语动词应该和后面的一致，还是前面的一致啊？

引prep08#166的注释:
what引导的名词性从句做主语时，且What在从句中做主语，主句谓语由what从句的谓语决定。
eg. (1) What is difficult to understand is A.；
(2) What are difficult to understand are A and B.
