E it is less than one-quarter of that amount.

the answer is C, my question is why D is not right?

2. A New York City ordinance of 1897 regulated the use of bicycles, mandated a maximum speed of eight miles an hour, required of cyclists to keep feet on pedals and hands on handlebars at all times, and it granted pedestrians right-of-way.

the answer is E, my question is "mandated" related to what? if the "ordinance" why not "mandating" as "regulating"?

看意思，可知mandated， required ，granted平行作ordinance谓语，regulating修饰ordinance。

第一题：D改变句子意思了，D强调数字，C强调存在

第二题：要理解句子逻辑意思，regulating the use of bicycles是一个大概念，总体描述ordinance的，后面的都是小概念，具体描述

这位JJ好象也上新东方的网络课堂所以看到管为东的这种题很不习惯把?
