OG VERBAL REVIEW 2nd Edition SC NO.67
Faced with an estimated $2 billion budget gap, the city's mayor proposed a nearly 17 percent reduction in the amount allocated the previous year to maintain the city's major cultural institutions and to subsidize hundreds of local arts groups.

For this one, OG explanation said the original sentence was correct; accordingly, "the city mayor proposed a reduction to maintain institutions and to subsidize groups" was correct, more specifically,
the use of " someone proposed something to do something" was right as well.

这道题明确指出propose to do something 是正确的。

OG VERBAL REVIEW 2nd Edition SC NO.90(OG164)
The commission proposed that funding for the park’s development, which could be open to the public early next year, is obtained through a local bond issue.

(A) that funding for the park’s development, which could be open to the public early next year, is

(B) that funding for development of the park, which could be open to the public early next year, be

(C) funding for the development of the park, perhaps open to the public early next year, to be

(D) funds for the park’s development, perhaps open to the public early next year, be(B)

(E) development funding for the park, which could be open to the public early next year, is to be

B is correct for this one; for option C, OG explained " Be is required, not the infinitive to be", so C was wrong. OG meant propose something to do something was wrong, this is not idiomatic.

这里指出了, propose to do something 是错误的。

第一句中的TO表示的是目的,是为了 maintain the city's major cultural institutions 和subsidize hundreds of local arts groups提出。。

此外,perhaps open to the public early next year的修饰对象不清晰,

proposed在GMAT当中以虚拟语气为主,虚拟语气的格式就是propose that be or do,用动词原形表示虚拟语气。

2. propose sth
3. propose to do

##For this one, OG explanation said the original sentence was correct; accordingly, "the city mayor proposed a reduction to maintain institutions and to subsidize groups" was correct, more specifically,
the use of " someone proposed something to do something" was right as well.##
注意:该例句sb propose sth to do中的to do并不修饰sth,to do在这里相当于in order to,作主句的目的状语,表明提出某个方案以达到某种目的。不能理解成propose sth to do的固定搭配。

C选项##the city's mayor proposed funding for the development of the park, perhaps open to the public early next year, to be obtained through a local bond issue##
同样是propose sth to do(be done)的结构,但显然这里的to be done是用来修饰sth--funding for the development of the park的,从语法上讲,这是一种不定式作宾语补足语的情况,但仅有特定的动词能这样使用,如lead sth to do, ask sb to do, order sth to be done...

如你所说固然正确,但把两题题干抽象出来,却都是S+V(propose)+O+补足语;
