问一道prep题

昨天模考的时候碰到的，恩，还是没想的很明白。

The budget for education reflects the administrator's demand that the money is controlled by local school distrcits, but it can only be spent on teachers, not on books, computers, or other materials or activities.

答案是： the money be controlled by local sahool districts, but it allows them to spend the money only

恩，我明白demand后面要虚拟，但是答案里的it指什么啊？如果是指administrator的话，它在前面出现的时候不是中心词，不能用代词指的啊，难道是指budget？

请NN答疑解惑。。。

我觉得it 指budget，but连词啊，前后两个句子有所谓的“对称”原则～

it 指money，句子说不通啊。。。

个人认为it应该指代budget：There is a general rule that a pronoun refers to the subject of the preceding clause. (但并不是绝对，还要结合逻辑意思来判断）

另外关于LZ说的代词不能指代所有格结构的修饰语成分，这个值得商榷，尽管很多人都这样说，但印象中似乎GMAC没有给过官方的说法，一般不要单单靠这一个标准就判一个选项死刑 

我觉得it指代的是money，此处的but应该还包括在demand的that从句中，这样it优先指代从句主语money，并且感觉budget be spent on books不太合逻辑。

but作为转折连词，其要转折的前后意思分别是什么？转折后的意思很明显是“钱只能用于特定的对象上”，那转折前的意思一定暗含着“钱有可能用于不可控制的普遍的对象上”。是什么现象可能造成钱的滥用呢？我认为是“money be controlled by local school districts”，因为budget反映谁的需要不会造成钱的滥用，所以应该是钱控制在谁的手中。

所以but，从意思上来说只是对that从句前半部分的转折。也就不可能牵扯到主句的主语budget。

至于it到底应该指什么。我认为没有所指。就是it,it,it.
