B investigating the effects that changes in working conditions would have on workers’ performance.

E to investigate what the effects changes in working conditions would have on workers’ performance.

答案选B, LZ选的是E, 没想明白为什么，望指点，感激不尽啦

尝试解答：
楼主注意到“changes”这里一定当做名词，因为从句主语是effects。所以E就说不通了。
B:that——clause 作为effects的同位语从句。我的浅见。

我觉得changes in working condition 是一个整体
若是陈述句应该是 Changes in working conditions would have what effects on worker's performance.
然后变成疑问句宾语提前变为what the effects changes in working conditions would have on workers’ performance

首先陈述句中what the effects,effect 是noun。，但是变味陈述句变成effects without the。effects变成动词。如果变成noun，what引导的宾语从句没有动词。这是不符合逻辑的，楼主这样改很牵强。
其次即使可以变味陈述句investigate应该加noun or that clause。否则会产生歧义。比如楼主举例的：是investigate changes 还是changes lead to effects。
再次使用what从句时候很容易啰嗦和歧义。E远远没有B表达的简洁清楚正确。
使用what，needless。
