having been placed 不能做定语，所以D错。

理解划线部分的含义，主要看A句：
it allows money placed in X to be transfered to Y

D选项it allows the transfer of money having been placed in a bank in a less regulated jurisdiction
将“money having been placed in a bank in a less regulated jurisdiction”都变成修饰成分放在“transfer of ”后，显得很冗余。

E because it allows (money placed in a bank in a less regulated jurisdiction) to be transferred to (a branch in a more regulated one).
从结构上来看，D是说allows the transfer of sth to somewhere, E实说allows sth to be transferred to somewhere
个人认为这两个结构都可以，但是D中money的修饰(having been placed...)实在是不对
