c:a rise in short-term rates occurs 不够简洁，rise本身可以做动词
LZM（P220）:独立主格一般用介词with引入，其本身有明白清楚的主语，只是没有谓语动词或省略了being，该结构使得句子紧凑，描绘生动。
with短语作独立主格结构的构成是：with+名词/代词+现在分词（过去分词、介词短语、动词不定式、形容词等）其中的名词/代词就是该独立结构的主语。而当with+名词/代词+现在分词（过去分词）时，with可以省略。
