我做题时也基本上与一下这个观点相同，因此选了C。不知道有哪位nn能够来解一下惑？有人说选A因为to deal更合适用来表目的，但这里我不认为有表示目的的意思，而是表达在某方面的能力。

reason 1) "to deal" is not right for the subject "system" when it is not human.
reason 2) "capability" is better used for an object instead of for human.
reason 3) the logical meaning of "in dealing" is perfect in this context.

c我不选的原因是我不清楚capability of sb to do\ capability of sb in doing 哪个正确。
另外a中 ability不是表示目的而是ability的固定用法吧。
ps：gmac貌似不倾向使用capability。
