why is A better than C?

liable和likely的区别(出自郎文字典):
Liable is used when talking about general characteristics.
e.g. The river is liable to flood in the winter.
      The cloth is liable to tear easily.
Likely is used when you think there is a possibility on a particular occasion that something will happen.
e.g. The bus is likely to be late today because of the bad weather.

从上面的解释来看,liable在本句中似乎比likely更好,因为本句说的是所有最后两年任期的总统的情况。但是注意C中often的位置变了。原句中often unable to,often修饰unable to,而C中often修饰carry out program

呵呵,过了两个月再来看这题,思路清楚了好多,贡献笔记如下,希望指点:

这体牵涉到两对词的比较:

1.   Disadvantage vs disadvantaged

Disadvantage: unfavorable condition or quality that makes a person or thing less successful or effective.

Disadvantaged: (of a person) suffering from a disadvantage, esp. with regard to one’s social position or family background.

è So here disadvantage should be used, not disadvantaged.

2.   Liable vs likely

Liable is used when talking about general characteristics.

e.g. The river is liable to flood in the winter.

      The cloth is liable to tear easily.

Likely is used when you think there is a possibility on a particular occasion that something will happen.

e.g. The bus is likely to be late today because of the bad weather.

从上面的解释来看,liable在本句中似乎比likely更好,因为本句说的是所有最后两年任期的总统的情况。但是注意Coften的位置变了。原句中often unable tooften修饰unable to,而Coften修饰carry out program

B: disadvantaged 意思用错

Cdisadvantaged 意思用错, often 修饰对象改变

D: liable that 不简洁。Cannot代替unable to,意思改变。Unable是表示能力被限制,cannot表示不可能。often 修饰对象改变

E: likely 变成修饰后半句,意思全变了。

 

这里有个问题,Bis likely to is unable to中,第二个is省略了。可以这样省略么?我自己觉得是可以的,但不确定
