答案是C。我不太明白这是什么意思？这个地方的家庭收入的49%低于贫困线，能说明什么问题？要说明穷，应该说49%的住户他们的收入低于贫困线才能说明问题呀？可能不是说穷，只是一些客观数据吧！请指教！

首先用排除法很容易得到C选项最优.
其次, household incomes在这里是作为个体统计的而不是一个整体,并不是表示这个地区的total household income, 这从income用复数形式可以看出

C说的就是 ”49%的住户他们的收入低于贫困线“ - because the use of 'incomes' in it's plural form.
