正确答案是D。我做时候排除了ABC，但在DE里就选不出来了。虽然知道E里的the power stations是啰嗦了~但请问NN们：could 在这里是什么语气/意思？为什么这里will be 和 could可以同时表达？

第三个D 因为是宾语从句，所以要用that

will be 将会 could可能会的意思

句子整个事态为现在时，所以用will
