A中说的是一个earthquake （it指代地震），但是实际上是比较两个不同的地震；一个地震对东部毁坏要比西部重100倍不是很make sense

做比较题首先要看比较的对象是否一致，是否符合平行的规律，而且出题人也最喜欢在这里大做文章，把比较对象弄的很晕乎，让人看着更晕乎，最好的方法就是用抽象的字母来提炼，把结构一提出来，结果就一目了然了。比如这里的比较对象是in the eastern US 和in the west，
an earthquake of a given magnitude typically devastates an area 100 times greater in the eastern United States than it does in the West.
an earthquake of a given magnitude typically devastateds an area 100 times greater X than it does Y
明显的X与Y不平行，再看D：
in the eastern United States will typically devastate an area 100 times greater than will a quake of comparable magnitude occurring in the West
X will typically devastate an area 100 times greater than will a quake of comparable magnitude occuring Y
than 前后都是用的will
