借贵地确认一下，是不是it在句中是冗余成分啊。proving是不是一般没这种用法，证明中？proved比较常见

A 和Ｃ的问题 是 it / its 的指代不明确。

这里proved 是became 的并列动词, 后面的falling 表示伴随结果。

个人意见，open to discuss.......

其他都完全同意，就是这里（was）不是省略了，而是本来就没有，prove 本身就可以表被动。

另外，ab还错在while虽然也表转折，但主要意思在主句上，这不符合本句的逻辑要点。本句是要强调后句，或者至少同等重要，因此，用but更准确。

falling months behind in paying doctors and hospitals的意思可能是“结果医生和护士的工资都要延发几个月”
