A项中，it 在语法规则上只能指代单数的名词，我们来看看前面只有单数的United States可以指代。Japan是句子主语，也是该分词短语的逻辑主语，怎么可能指代它自己呢？

所以BY是对的。

谢谢楼上的回答。我记错了，应该是从句的主语优先指代主句主语。这里it不是主语。

可是我还是不明白为什么是united states.代词指代的顺序应该是主语、宾语、表语、修饰语。没有就近指代的原则。那么这样的话it 是不是应该指代capital??
