很好，assigned前无逗点，清楚修饰experts。 你的观点很对。 但实际上，它的原意是想修饰committee。 所以歧义。

还有一点很重要。 assigned for sth 意为将。。。分配给。。。 所以这个句子就变成将专家分给报告，所以不对。

至于 assigned for doing, 也是没见过。  

C 选项的 somebody was assigned doing 则是常见的用法。
