A选项我觉得wages在意思上不能作为approve的宾语，应该是increase作approve的宾语。E选项是因为from negoting不对吗？

increase in wages应该看成一个整体吧，
E不太好吧，弄的妻离子散的，increases复数也不对

from 不好，表达的意思不如as a result of 明确。

increases expected to be = increases that is expected to be .... 被动语态 no contribution, 也不好。

increase 可以用复数，这里E的问题是from的用法，from不用于表示因为－－－

(B) increased wages it expected to approve from negotiations ----increased wages...from好象这个increased wages是来自negotiations，这样表达我觉得不如A中用as a result of 来得准确。
(C) increasing wages expected to be approved as a result of negotiating
(D) negotiated increases in wages it expected to approve
(E) increases expected to be approved in wages from negotiating

A中it不是形式主语，而是代词，指代the city.

请指正。

如果是b的话把increase the wage放到approve后面的话就不对了
