答案B. D的over the other是不对. 想请教B D比起来, responsible for 和 responsible to 有什么区别? 谢谢

很少见responsible to;
FROM MY Dictionary:

be responsible for
对…负责
The police are responsible for the preservation of public order and security.
警察有责任维护公共秩序和安全。

有责任答复的需要作出交代的；应负责的：
The cabinet is responsible to the parliament.
内阁对国会有应答义务

谢谢MM的解答。

是 responsible for更常用, 感觉更强调 duty . 而 responsible to 只是对某某的应答, 没有 duty的感觉. 例如: Each student is responsible to obtain the necessary visa.

anyway, GMAT不大会是考 responsible to 的了.
